SECTION 001116 – ADVERTISEMENT FOR BID ADVERTISEMENT FOR BIDS Grand Forks International Airport Grand Forks, North Dakota AIP Project No. 3-38-0022-065-2020 (CARES) Project Name: CBP – General Aviation Facility Bid Date: Thursday, September 15, 2022, at 10:00 AM Local Time Grand Forks Airport Authority will receive sealed bids for the construction of a new CBP General Aviation Facility at the Grand Forks International Airport, Grand Forks, ND until 2:00 PM (local time) Thursday, September 15, 2022. Bids received after the stated time will not be accepted. Bids will be publicly opened and read aloud immediately following the time stated above. Bids shall be addressed to the Grand Forks International Airport, 2301 Airport Drive, Grand Forks, ND 58203, Attn: Ryan Riesinger, Executive Director, sealed and shall have the name and address of the bidder clearly marked on the outside of the envelope. The envelope shall also be marked with the following: CBP General Aviation Facility, Grand Forks International Airport, Grand Forks, ND. Bids must be submitted on the bid forms (provided in the proposal). Each bid must be accompanied by a separate envelope containing the contractor’s license and bid security. The bid security must be in a sum equal to five percent of the full amount of the bid and must be in the form of a bidder’s bond. A bidder’s bond must be executed by the bidder as principal and by a surety, conditioned that if the principal’s bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the governing body. A countersignature of a bid bond is not required under this section. If a successful bidder does not execute a contract within the ten (10) days allowed, the bidder’s bond must be forfeited to the governing body and the project awarded to the next lowest responsible bidder. No bid may be read or considered if the bid does not fully comply with the requirements of this section and that any deficient bid submitted must be resealed and returned to the bidder immediately. The Grand Forks Regional Airport Authority reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received. The successful bidder will be required to furnish satisfactory 100 percent Performance Bond and Payment Bond. The project is a multiple prime contract consisting of: General/Civil Construction, Mechanical/Plumbing Construction, Electrical Construction or Combined General/Civil Construction, Mechanical/Plumbing Construction, Electrical Construction. If awarded, the project will be awarded to the lowest qualified responsible bidder or bidders complying with these instructions and the Advertisement for Bids. Award will be based on the combination of the lowest multiple prime bidders or combined bidder. The project shall be complete and ready for final inspection within Three Hundred Sixty-Five (365) calendar days from the effective date of Notice-to-Proceed. No bid may be withdrawn after closing time for the receipt of proposals for a period of Forty-Five (45) calendar days. Immediately following the pre-bid meeting, (approx. 11:30 am local time) we will be conducting a one-time site visit. Scope of Work In general, the scope of work for the project consists of Construction of a new 4,616 square foot General Aviation Facility for US Customs and Border Protection. This will be a steel structure with masonry and metal stud walls/partitions for Customs processing. Many spaces include detention-level security such as bullet-resistant partitions, doors and windows, access control, and video surveillance. Work includes general construction, mechanical, electrical, plumbing, technology, site development, and utility upgrades as described in the bid documents. This project is being funded in part by the Federal Aviation Administration and Grand Forks International Airport. All bidders are required to comply with applicable Federal and State laws and regulations. Federal Requirements for Federally Funded Projects. This Project is being partially funded under the Federal Aviation Administration (FAA) Airport Improvement Program (AIP). Contractors must comply with specific federally required provisions as listed herein and contained in the contract documents. Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity 1. The notification shall list the name, address, and telephone number of the subcontractor; employer identification number of the subcontractor; estimated dollar amount of the subcontract; estimated starting and completion dates of the subcontract; and the geographical area in which the subcontract is to be performed.
